H.E. Prasert Chanruangthong, Deputy Prime Minister and Minister of Digital Economy and Society (MDES), announced Thailand’s readiness to assume a leadership role in AI ethics within the region. This readiness is reflected through multiple key initiatives, including the National AI Action Plan (2022–2027), which promotes the ethical application of AI within Thailand’s context, under the “Ethics, Legal, and Social Implications (ELSI)” framework. Thailand is among the first countries in the region to adopt this framework at a strategic level, with a policy approach that focuses on three pillars: Readiness, Adoption, and AI Governance. In addition, Thailand has established the AI Governance Center (AIGC) under the Electronic Transactions Development Agency (ETDA), Ministry of Digital Economy and Society. This center serves as a key driver supporting ethical and governance-based AI implementation across both public and private sectors, reflecting the nation’s strong commitment to advancing and utilizing AI technologies in alignment with UNESCO’s guidelines and international standards.
As a testament to these efforts, Thailand has been honored to host “The 3rd UNESCO Global Forum on the Ethics of AI 2025,” scheduled to take place from June 24–27, 2025, at Centara Grand at CentralWorld, Bangkok. The event is jointly organized under the leadership of three Thai ministries: the Ministry of Digital Economy and Society (MDES), the Ministry of Higher Education, Science, Research and Innovation (MHESI), the Ministry of Education (MOE), along with the United Nations Educational, Scientific and Cultural Organization (UNESCO). This global forum will bring together leaders, scholars, and AI experts from UNESCO’s 194 Member States for comprehensive discussions focused on knowledge exchange, policy cooperation, and the development of ethical, transparent, fair, and human rights-based AI in accordance with the “UNESCO Recommendation on the Ethics of AI.”
The Opening Ceremony will be graced by the presence of Ms. Audrey Azoulay, Director-General of UNESCO. The ceremony will take place on June 25, 2025, starting at 9:30 AM, at Convention Center B1, 22nd Floor, Centara Grand at CentralWorld, Bangkok.
Hosting this international forum presents a significant opportunity for Thailand to declare its vision and demonstrate regional and global leadership in AI ethics and governance. It reinforces Thailand’s role as a center for technology and innovation, with comprehensive readiness spanning policy frameworks, cultural contexts, and digital infrastructure. In this forum, Thailand will highlight three key initiatives as follows:
- AI Governance Practice Center (AIGPC): Establishing ASEAN’s first center dedicated to advancing AI governance capacity, serving as a launching point for regional policy cooperation.
- Monitoring Dashboard of Thailand: Developing a prototype model for ethical AI monitoring to support sustainable governance aligned with international standards.
- AI Readiness Assessment based on UNESCO RAM: Thailand, being one of the first countries to adopt this assessment framework, will present its evaluation results at the forum.
In addition to the main conference, several engaging parallel side events will be held, many of which are open for public registration to promote wider participation beyond the policy-level discussions. These include “AI Sandboxes: Regulatory Learning in Action,” organized by the AI Governance Center by ETDA, the Global Network of Centers (NoC), and UNESCO; the seminar “AI and Children: Using AI for realizing the rights of children,” jointly hosted by UNICEF and the Thailand Safe Internet Coalition (TSIC), addressing the topic of AI and children’s rights; and the panel discussion “Enabling an AI-ready Workforce: Exchanging Policy Perspectives and Solutions,” focusing on workforce development and practical collaborations for actionable outcomes.
Furthermore, the Thai government is supporting an extensive parallel event series titled “Bangkok AI Week 2025,” under the theme “AI Powered Nation: Unleashing the Digital Economy for All.” This city-wide program will feature various activities across Bangkok, including knowledge-sharing sessions and AI solution showcases that are open to the general public.
