H.E. Prasert Chanruangthong, Deputy Prime Minister and Minister of Digital Economy and Society (MDES) Unveils Highlights of the Upcoming “3rd UNESCO Global Forum on the Ethics of AI 2025” (Press Release)

Bangkok, Thailand — H.E. Prasert Chanruangthong, Deputy Prime Minister and Minister of Digital Economy and Society (MDES), officially announced Thailand’s readiness to host the 3rd UNESCO Global Forum on the Ethics of AI 2025, which will be held from June 24 to 27, 2025, at Centara Grand at CentralWorld, Bangkok. The international forum is being co-hosted by three major Thai ministries the  Ministry of Digital Economy and Society (MDES), in collaboration with the Ministry of Higher Education, Science, Research and Innovation (MHESI), the Ministry of Education (MOE), and UNESCOThe event will serve as a global platform for over 800 leaders, representatives, experts, and scholars from all 194 UNESCO member states to engage in policy dialogue, share insights, and co-develop frameworks that will lay the foundation for ethical, transparent, and human-rights-based AI in accordance with the UNESCO Recommendation on the Ethics of Artificial Intelligence, with the aim of turning global standards into tangible, sustainable practices.

The conference will open on June 24, 2025, with a series of strategic and parallel meetings. These include working meetings held simultaneously across three rooms, a strategic briefing session, and a ministerial-level session with participation from ministers and senior policymakers. These sessions aim to establish pathways for international cooperation in AI governance and to develop practical governance models adaptable across regions.

On June 25, 2025, the main global stage will open for all invited participants to take part in a broad international dialogue that sets the direction for the future of AI ethics. The morning will begin with an official opening ceremony, followed by keynote addresses from world leaders including Thailand’s leadership who will present their visions for advancing AI ethics policy. The program will feature high-level panel discussions that connect technology, policy, and innovation to inspire global cooperation, focusing on key topics such as Technology, Policy and Innovation for Good, Fostering Global Dialogue on AI for a Collective Future, and Harnessing the Full Potential of AI through Demand-driven Investment.

The third day, June 26, 2025, will focus on in-depth discussions surrounding sustainable and well-governed AI deployment. The morning will feature plenary sessions, followed by themed parallel breakout discussions across four rooms in the afternoon. Topics to be explored include AI and Education: The Future of Learning and Human Capital in the Age of AI, AI and Neurotechnology, AI and Quantum Computing, AI-Ready Public Administration: Challenges and Opportunities, AI and Online Fraud, AI and Disaster Risk Reduction, AI and Disability: From Inclusion to Empowerment, and AI for Youth, AI by Youth, with contributions from domain-specific AI experts.

In addition to the core conference agenda, a number of side events will run in parallel, many of which are open to the public to encourage wider participation beyond the policy arena. These include the Beyond Green: AI for a Thriving Future Pitch Competition, organized by the AI Engineering Institute at CMKL University in collaboration with UNESCO and the Electronic Transactions Development Agency (ETDA); a Call for Papers  – UNESCO Global Forum on Ethics of AI 2025 initiative by Burapha University inviting academic and expert contributions on AI ethics, governance, and sustainability; and a regional skills and workforce readiness session titled Enabling an AI-ready Workforce: Exchanging Policy Perspectives and Solutions, hosted by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). Additional forums include a special session on AI and Children: Using AI to Realize the Rights of Children, co-organized by UNICEF and the Thailand Safe Internet Coalition (TSIC), and the AI Sandbox Workshop for the Private Sector hosted by the Technical University of Munich, which will provide a space for private companies and regulators to explore, test, and co-design safe and ethical AI use.

Furthermore, the Thai government is supporting a citywide celebration titled “Bangkok AI Week 2025” under the concept “AI-powered Nation: Unleashing the Digital Economy for All.” This initiative will highlight Thailand’s AI leadership and its efforts to unlock the full potential of digital economy development for all citizens. Activities will be held at various locations across Bangkok and will include hands-on workshops for entrepreneurs, developers, and investors, as well as exhibitions showcasing AI solutions designed for all generations.
